The approved 2025 budget is a staggering $126 billion (13.5 trillion rubles), accounting for approximately 32.5% of the government's total expenditure.
This massive defense budget is a significant increase of $28 billion (three trillion rubles) from the previous record set in 2024. The ongoing war in Ukraine, the largest conflict in Europe since World War II, is undoubtedly a major driver of this increased spending. Russia is currently gaining ground at key points along the front lines and is also engaging in a counteroffensive in the Kursk region, the site of Ukraine's only major military success this year.
