The IFA was also criticized for failing to respond to “political and militaristic messaging” by officials and clubs.
As part of the sanctions, the IFA will display a banner stating “Football Unites the World — No to Discrimination” at its next three FIFA competition home matches and invest one-third of the fine towards implementing a plan to combat discrimination.
The Palestine Football Association (PFA) reported allegations of discrimination by the Israeli Football Association (IFA) to FIFA in October 2024, prompting an investigation. “The club's use of slogans such as 'forever pure', and the repeated chanting of ethnic slurs such as 'terrorist' directed at Arab players are not isolated incidents but rather form part of a systemic pattern of conduct that offends the basic rules of decent behaviour and brings the sport into disrepute.
“The committee underlined that said club is only a small example of a general failure by the IFA.”

In a separate investigation, FIFA decided not to take action against the IFA over allegations that Israeli clubs based in the occupied West Bank were participating in Israel's leagues. The governing body cited the “unresolved and highly complex” legal status of the West Bank under public international law as the reason for not taking action.
