The transfer fee wasn't officially disclosed, but British media reported Dortmund would pay an initial fee of €33 million. Jobe will feature in the Club World Cup this month.
Sunderland confirmed the deal was a club-record fee, with a sell-on clause included in the agreement. Dortmund announced Jobe Bellingham has signed a five-year contract.
The reported €33 million fee would make Jobe Dortmund's second-biggest signing after Ousmane Dembele, who joined for €35 million in 2016.
Jobe Bellingham departs Sunderland after a two-year stint, during which the club secured promotion to the Premier League with a playoff final win over Sheffield United, finishing fourth in the Championship.
